Samuel W. Watters is a Policy Advisor in the Immediate Office of the Secretary at the U.S. Department of Health and Human Services, specializing in Medicare and health economics. He has extensive experience in reimbursement policy, digital health, AI, and patient safety. Previously, he served as Advisor and Chief of Staff at the Agency for Healthcare Research and Quality, where he directed the agency’s 21st Century Care initiative, and worked in the U.S. House of Representatives on health and related policy issues. He began his career in health innovation policy at the Bipartisan Policy Center and holds dual degrees in Policy Studies and Political Science from Syracuse University’s Maxwell School of Public Affairs.
Brian Epley serves as the Chief Information Officer at the U.S. Department of Commerce.
Brian was previously at the U.S. Department of Energy, where he served as the Principal Deputy Chief Information Officer (2022-24). Brian led the Office of the Chief Information Officer (CIO) and assisted the CIO in the formation of the office’s strategic direction for the protection and modernization of IT, cybersecurity, data usage, and digitization to serve the Department’s mission.
Mr. Washington works with stakeholders across USDA’s 17 component agencies and throughout Federal government to formulate Information Technology (IT) strategies and to develop policies that support IT budget formulation and execution, portfolio management, governance, IT operations and information security.
Mr. Washington continues to lead the IT Modernization changes at USDA to transform the Department into a facts-based, data-driven, and customer-focused organization.

Karen Howard has led the IRS’s Office of Online Services since August of 2024, bringing over four decades of private-sector and entrepreneurial experience in retail, manufacturing, financial services and digital marketing to the federal government.
In her role, she oversees a team of 200+ federal and contracted subject matter experts responsible for transforming taxpayer interactions on IRS.gov, ensuring simplified access to tax information and enabling seamless digital interactions. Ms. Howard leverages her extensive Digital Experience Leadership to guide vision, strategy and operational excellence across four key divisions: Administrative Operations, Digital Products, IRS.gov Product Services and User Experience Services & Research.
Javier E. Inclán joined the National Science Foundation Office of Inspector General as the Assistant Inspector General for Management in May 2022. In this role, Dr. Inclán is responsible for the OIG’s budget planning and execution, procurement, human capital, IT operations, training, and other business operations. He also currently serves as Government Chair of the ACT-IAC Talent Community of Interest, and the Director of the Council of Inspectors General on Integrity and Efficiency (CIGIE) ECQ Review Board.
Dr. Amanda Barberio is a research psychologist serving as the Analysis Branch Chief at Air Force Recruiting Headquarters at Randolph Air Force Base in San Antonio, TX. She leads a team of operations research analysts and market research specialists to execute analytics required to recruit the next generation of Airmen and Guardians.
A strategic HR powerhouse with a knack for making complex transformations feel human, Jennifer brings over 20 years of experience synchronizing people, processes, and technology with organizational mission, values, and external influences--across government, healthcare, and education. With expertise in design thinking, change management, and customer experience, she has built and re-built HR shared service models, introduced large-scale HR technology solutions, and structured multi-tiered teams for sustainable success.
Paula Wagner is the Director of the Application Design and Delivery Office leading the State Department’s Enterprise Application Development, human centered design and Data Integration and Innovation, leveraging low code/no code development platforms, custom development, and legacy on-premise applications for State Bureaus as well as Embassies and Posts worldwide. Paula previously served as the Director of the Cloud Program Management Office delivering modernized cloud solutions to the Department of State.
Dr. Michelle Steimer serves as the lead social scientist for the Workforce and Resiliency Division of the Office of Field Operations, U.S. Customs and Border Protection. Her professional work is focused on workforce wellness, engagement, and development. Her areas of expertise also include first responder and military mental health, program evaluation, and engagement with rural communities.
Dr. Sydney Heimbrock works at the nexus of customer experience, human capital and process improvement to drive organizational transformation in government. As founding Executive Director of the Innovation Lab at OPM, she was an early leader in the Experience Management movement in government. She has served as the Federal government’s Chief Learning Officer, led government-wide Strategic Human Capital Management initiatives under the President’s Management Agenda, and helped developing countries build democratic institutions that provide social safety nets and fuel labor market growth.
